Semhar is one of the newest members of IBLF's team, having been a Teaching Assistant and Instructor in her native Eritrea at the Asmara University Faculty of Law, having received her law degree there, and working extensively with the development of the new library, and various specialized projects. She came to the United States in 2005, attending American University Washington College of Law, obtaining her Masters of Law in International Legal Studies, and takings special programs in International Commercial Arbitration. She has volunteered for various programs including the Georgetown Law Center Legal Clinic where she served as a Tigrinya translator for in asylum cases, and worked with both the Pence Law Library, and local law firms working in the area of immigration law.

At IBLF, Semhar is one of the principal immigration case managers, working closely with the more senior immigration attorneys to prepare immigration filings and exhibits for both family and labor-based petitions, as well as preparing documents for court filings.
